Might be you are using any other software and to resolve this you always reinstall the client.
I have seen a scenario when user restarted his system multiple times and when he runs the SQL installation it shows a reboot is pending, then i just disabled the fast startup and did a system restart and it works...............
I would recommend you please change below settings once and see if this works and minimize your workloads.
Solution :
The Fast Startup feature in Windows 10 allows your computer start up faster after a shutdown. When you shut down your computer, Fast Startup will put your computer into a hibernation state instead of a full shutdown. Fast Startup is enabled by default if your computer is capable of hibernation.
In that means your services are not going to restart even you shutdown or restart your system.
How to Disable :
Go to Control Pannel
Click on Power Options
If your account doesn't have the administrator rights then it will ask the user name and password, type administrator credentials
Untick if there is tick on Turn on fast startup (recommended) then click on Save Changes
Restart your system once
